"PLA is made directly by bacteria from sugarcane waste, and like all bioplastics it will break down harmlessly in any environment, including landfill, ocean water, and home compost bins, because it comes from a plant source. PHAs are the cheapest bioplastics available, making them easy to scale up as a complete replacement for polyethylene packaging today. Return and Earn is funded by the NSW government and pays consumers 50 cents per container. The NSW Circular Economy Policy (2019) targets 50% resource recovery from all waste streams by 2030."

1. A food company replaces all its packaging with PLA containers labelled "plant-based and compostable, better for the planet." A consumer disposes of the container in their home compost bin. Using your knowledge of PLA's biodegradation requirements, evaluate whether this disposal method will achieve the environmental benefit the label implies. Explain what would need to happen instead for the compostable claim to be realised, and identify ONE structural problem with the current system in NSW that prevents this.
2. A classmate argues: "The circular economy is just recycling with a new name, it doesn't really change anything." Using at least TWO specific examples from the lesson (such as industrial symbiosis, design for disassembly, or a NSW initiative), explain why the circular economy represents a fundamentally different approach to materials management compared to the linear economy model. In your answer, explain what is different about how materials are treated at end-of-life in each model.
3. NSW operates three major sustainability initiatives relevant to plastic packaging: the Return and Earn scheme, the single-use plastic bag ban, and CSIRO's Ending Plastic Waste Mission. For each initiative, identify ONE limitation that prevents it from fully solving Australia's plastic packaging problem. Then rank the three initiatives from most to least impactful in your view, and justify your ranking using evidence from the lesson.
